Chinese Extra-territoriality.
1. My telegram D.No.591. Chinese Government have agreed not to press their view as regards Kowloon and we are accordingly ready for signature. Chinese Government would like this to take place on 1st January. We understand however that United States treaty may not be ready for signature until January 4th or 5th. We have told Chinese Government that we will sign on same day as United States Government. It is just possible that this may be January 1st.
Latest amendments in our treaty are given in my immediately following telegram.

Treaty will probably be published 12 hours after
signature.
